Security Policy

It is the policy of NOGAD GLOBAL SERVICES LTD to carry out all her activities in a way that her employee, subcontractors and equipment are properly secured from the hostile environment.
NOGAD GLOBAL SERVICES LTD shall conduct its activities in line with the company security guidelines, the requirement of her clients and all relevant government laws. To be able to accomplish these targets, NOGAD GLOBAL SERVICES LTD shall maintain good image with all its host communities where her projects are being carried out and also shall maintain close contact with government security agencies and request their assistance
when necessary, that is, in the issue of theft, confrontation with hostile communities, destruction of equipment and harm to the personnel.
All Chief Security Officer(s) at various NOGAD GLOBAL SERVICES LTD sites shall always report all security matters to the HSSE Manager.

The HSSE Manager shall at all times liaise with the Managing Director (MD) concerning all
security matters.

All NOGAD GLOBAL SERVICES LTD vehicles moving within or outside company location must be accompanied by Government Security Force (GSF). All personnel other than the Managing Director must subject themselves for check at the security post.
Materials brought into NOGAD GLOBAL SERVICES LTD premises or yard must be declared at the security post before entry is allowed. Also, no material shall leave the company premises or yard without waybills.

Government Security Force shall be placed at various NOGAD GLOBAL SERVICES LTD Base(s)
to give assistance to the private security outfit working in the base(s).

Health/safety Policy

It is the policy of NOGAD GLOBAL SERVICES LTD to map and organize all her various operations in a way that the health, safety, of her employees, subcontractor and people are adequately protected, also to conserve the  environment and natural resources.
NOGAD GLOBAL SERVICES LTD shall train her employees in all aspect of Health, Safety and Environment (HSE) in order to be able to carry out her operation in an incident free mindset attitude, to prevent self injury and to safeguard injury to colleagues. It is imperative that all employees and subcontractor shall ensure to adhere strictly to this policy.
NOGAD GLOBAL SERVICES LTD Site supervisor and safety officer shall enforce all safety policy and report unsafe act/condition, LTIs and near misses seen. Documentation of all reports shall be sent to management for consideration and review, in order to eliminate the causes of LTI(s) and unsafe act/condition.
Safety audit and equipment inspection shall always be conducted, documented, and all lapses identified shall be tackled and closed out immediately. NOGAD GLOBAL SERVICES LTD shall have strong desire for improving on safety, the safety of its subcontractors and any other party that may have connection with the company’s
operations. The company upholds in very strong terms to reduce impact on the environment in which
NOGAD GLOBAL SERVICES LTD operates.
Employees are reminded that they have a duty under the law to take reasonable care for their own safety and safety of others who may be affected by their acts or omission and also to cooperate with all statutory safety regulations including strict adherence to the Company’s HSE Policy, rules and regulations.
Implementation of this policy is under the delegated control and coordination of the HSE Manager.

Quality Assurance

The Quality Assurance program plan contained herein is divided into 19 sections and related attachments, which describe and establish the assurance and control system used by the company in the design or interpretation of design and design change control, construction; Inspection, service supply and Earthling and general
engineering activities.
This plan shall include a description of the procedures, instruction, and measures used to assure that design documents; inspection, materials and workmanship are controlled in accordance with specified contract requirements. The plan is directed towards implementing and enforcing the quality assurance and quality control
requirements for safety related structures, systems and components, and for providing compliance with specified requirements. In this regard, a listing of the items to be covered by the requirement(s) of this plan and related procedures. Instructions and drawing shall be issued by NOGAD GLOBAL SERVICES LTD.
Project procedural controls shall be developed and administered by NOGAD GLOBAL SERVICES LTD project management team. A separate and independent quality assurance surveillance and audit activity shall be provided by the NOGAD GLOBAL SERVICES LTD Quality Assurance Representative to cover those project
functions\activities performed. CONTROL AND ISSUANCE OF PLAN This plan shall be prepared, approved, maintained and distributed by the NOGAD GLOBAL SERVICES LTD Quality Assurance Representative – (referred to as the issuing Authority). In addition, prior to initial release of the plan, approvals shall be obtained from NOGAD GLOBAL SERVICES LTD project manager and quality assurance manager.

Approval signature of these individuals shall be shown on the “second page” of this document. Revision of this plan shall be handled in the same manner as prescribed for initial release. Copies of the plan shall be issued by NOGAD GLOBAL SERVICES LTD quality assurance representative.

 

CONTROLLED COPY
Distribution of controlled copies shall be made to personnel who require continued use of the plan. The need for  issuing controlled copies shall be determined by the issuing Authority. Controlled copies shall be numerically controlled and updated as revisions or additions to the plan. An authorized distribution list for such copies shall
be maintained by the Issuing Authority in accordance with the project document distribution plan.

 

UNCONTROLLED COPY
Distribution of uncontrolled copies shall be made to personnel who need access to the plan for information purposes or limited reference use. NOGAD GLOBAL SERVICES LTD or the issuing authority shall not be held responsible
or accountable for the status, use or withdrawal of such copies from circulation.
REVISIONS
Revisions to the plan shall be identified by a revision number (e.g. Rev 1) which shall be annotated in the cover page and in the space provided at the top of each page. When a revision is distributed, a covering letter shall be issued by the issuing Authority explaining the revision(s) made, and instructions for filling. PROJECT MANAGER
The project manager is generally responsible for the satisfactorily execution of projects, services, supplies, and inspection of the assigned work in conformity with the approved design documents and the contractual requirements in terms of quality, safety, efficiency and schedule. He is responsible for:
(a) The proper implementation and satisfactory operation of the Quality Control Procedure
(b) Assuring that all construction operations and materials are in compliance with contractual requirements, the Quality Assurance program plan and the approved project quality control system which comprises of Administrative
procedures, Quality Control procedures and work instruction(s).
(c) Approving the Quality Assurance Program and requesting services necessary to
assure implementation of this program procedures and instructions and other
project requirements.

Therefore, from the foregoing, NOGAD GLOBAL SERVICES LTD shall ensure the maintenance of high Nigerian content by developing and training of Nigerian manpower, making use of Nigerian personnel, contractors and suppliers to the fullest possible for construction/fabrication, procurement of equipment, materials and consumables prior to and during the execution of the contract in the following order:
Policy on Employments, Development and Training of Nigerian Manpower:

The employment of Nigerians into management position shall be considered as a priority for this contract, i.e. the Project Manager position, the local content manager and others. Transfer of technical knowledge and skill shall be from the Project Manager, Site Manager, and members of the management team to the Nigerian local staff.

This shall also be a priority strategy for the execution of the contract specifically and shall also serve as a basis for the training of personnel. The strategy shall involve giving the Nigerian local staff the opportunity to test and consolidate their knowledge acquired during pre-commencement, on-the-job training and on the in-house/external courses they will attend while executing the Contract.

This shall be done firstly under the close supervision of the Project Manager on individual basis, after it is established that an adequate level of proficiency has been attained, the management shall be informed and the personnel upgraded accordingly.
This type of training will be extended to actual project management with the aim of building up the confidence and broad knowledge of the Engineers/Technicians and other personnel. The Project Manager will develop the Engineers and Technicians through well–tailored external, in–house courses and on-the-job training programs as spelt out in Company Training Requirements.
An important ingredient in the success of the training and development strategy is the selection of the Project Manager and Site Manager with sufficient skills, self-confidence, willingness and ability to teach and train his subordinates on-the job.
